They're industrious. Like toddlers. Although she's not short, I've seen my dog use things as a step stool to boost her up to reach edible items. I suspect a shorter dog would do the same. The lack of opposable thumbs, however, is a godsend. Try things with zippers or locks. My dog can never get into those, as long as they don't have sides that can be chewed through...
